Notification of change in “Billing Organisation's Account Number" on your FlexiPay Direct Debit Authorisation (DDA) form

 

With effect from 18 April 2005, the Bank, Branch and FlexiPay Settlement A/C No. under Part 2: For Billing Organisation's Completion of your FlexiPay Direct Debit Authorisation (DDA) form, will be changed. This is due to a change of appointed bank for our billing organisation. The rest of the details on your FlexiPay Direct Debit Authorisation (DDA) form remain unchanged. This change will not affect your FlexiPay payments.

 

We will inform your bank of our new billing organisation's Bank, Branch and FlexiPay Settlement A/C No.  No action is required by you.

  1. Your DDA form will be forwarded to your bank for approval. The average processing time is 21 working days.

Activating FlexiPay Payments

  1. You will need a SingPass (Singapore Personal Access) account to authorise a FlexiPay payment.
  2. If you do not have one, please apply for a SingPass account over the Internet at:

·         http://www.ecitizen.gov.sg/singpass/online_request.htm (Approval after 5 working days)

Alternatively, bring along your NRIC and apply at the following locations:

·         eClubs (Approval after 5 working days)

·         Central Provident Fund (CPF) offices, Community Development Councils (CDC) or selected Community Clubs/Centres counters (On-the-spot approval)

  1. Funds will be deducted from your bank account about 3 working days after you have activated the FlexiPay payment. Please maintain sufficient funds in your bank account for the deduction.

  1. What is FlexiPay?

FlexiPay is an Internet e-payment service that allows you to make payments to Government agencies online by signing just one Direct Debit Authorisation (DDA) form authorising deduction from your bank account. SingPass is used to authorise each payment transaction online.

  1. How is FlexiPay different from GIRO?

Conventional GIRO is useful for regular payments made over a period of time, e.g., payment of school fees. For ad-hoc payments, FlexiPay enables you to instruct your bank to make payment to the government as and when you transact online authorisation by using your SingPass as the means of authentication.

  1. How do I sign up for FlexiPay? Do I have to pay for it?

Sign-up is free. Complete a Direct Debit Authorisation (DDA) form once and you can make payments to any government agency using FlexiPay. The DDA contains instructions from you to your bank# to deduct from your bank account only when you authorise each payment via the Internet.

  1. How are the Individual and Corporate DDA applications different?

The Corporate DDA is meant for companies/businesses and is linked to a company bank account, while the Individual DDA caters to our individual customers; it is linked to a personal bank account. Both DDAs require details of the applicant’s SingPass ID. However, the Corporate DDA offers the option to include a second SingPass ID for payment authorization as an added security feature for the company/business. If this option is chosen, both SingPass ID holders must login to perform corporate FlexiPay transactions.

  1. If I use my thumbprint instead of signature on the DDA form, how do I have it verified by my bank?

Please take the DDA application form to your bank and thumbprint on the form in the presence of a bank officer. The bank officer will then stamp and sign on the DDA form to verify your thumbprint. The FlexiPay Central Collection Agency will process your DDA application form after your bank’s verification.

  1. Do I need to complete a different Direct Debit Authorisation (DDA) form if I change my bank account?

Yes. Each DDA allows you to assign one bank account for debit purposes. If you change your bank account or decide to use another bank account, you will need to sign another DDA. This will replace the previous one signed.

  1. I already have a DDA form signed up for payment to a particular government agency. Do I need to sign another DDA form when I pay to a second government agency?

No. You only need to sign a DDA form once for payments to all government agencies.

  1. How do I ensure that the amount to be deducted is correct?

The amount to be deducted will be shown when you make a payment online. Ensure that it is correct. Upon payment, an acknowledgement page will be shown. Print a copy of this acknowledgement page for your reference.

  1. How do I get help with filling-in the Direct Debit Authorisation (DDA) form?

  1. How will I know if my DDA application is successful?

We expect to take 21 working days to process your DDA application. Your application should be successful if you do not hear from us within 21 working days. If, after 21 working days, you do not hear anything to the contrary and still cannot pay online with FlexiPay, you may wish to call the following number to check:

  1. How do I terminate my DDA with FlexiPay?

  1. How long does it take to terminate an existing DDA arrangement?

The termination will be effected 3 working days after the FlexiPay Central Collection Agency receives your letter of termination. To enquire on the status of your DDA, please call 6878-1496.

  1. Who manages the FlexiPay Central Collection Agency?

It is managed by the Ministry of Finance.

  1. How do I know if my bank account can be used for FlexiPay?

If you have an account with a bank that participates in the Inter-bank GIRO (IBG) scheme, you can use it for FlexiPay. Some major participating banks include Citibank, DBS, HSBC, Maybank, OCBC, POSBank, Standard Chartered and UOB.

  1. Where can I apply for a SingPass?

        You can apply online at http://www.ecitizen.gov.sg/singpass/online_request.htm (Approval after 5 working days).

Alternatively, bring along your NRIC and apply in person at the following:

·          eClubs (Approval after 5 working days)

·          any Central Provident Fund (CPF) offices, Community Development Council (CDC) offices and selected Community Clubs/Centres (on-the-spot approval)

  1. What is SingPass?

SingPass stands for Singapore Personal Access. It is an alphanumeric password of 8 to 24 characters, and is the online equivalent of your NRIC. Use it as the common password to transact with the Government online. For more information on SingPass, please click here.

  1. Can I activate a FlexiPay payment without using my SingPass?

No. SingPass is required to authenticate the payer.

  1. Who can I contact if I am unable to authorise payment with my SingPass?

Please contact the billing agency for assistance. The agency’s contact information should be available on its website/payment page.

  1. Why are there 2 SingPass IDs on the FlexiPay DDA form for corporate applications?

The second SingPass ID is only required if your company needs 2 employees to authorise the SAME payment online. If your company needs only 1 employee to authorise the payment, then you will need to provide only 1 SingPass ID. Alternatively, if you want ANY of the 2 employees (i.e. either one or the other) to authorise the payment online, please fill in 2 separate forms with 1 SingPass ID each.

  1. Is there a maximum number of alternate authorised persons to authorise the payment?

For Individual FlexiPay accounts, only your own (i.e. a single) authorisation is required. For Corporate FlexiPay accounts, your company can elect to have up to 2 persons for payment authorisation. Payment authorisation is done online with SingPass.

  1. For corporate DDA accounts, how do I make amendments to the list of authorised employees who can authorise payment?

For corporate FlexiPay account, if your company needs to make any amendments to the list of authorised employees, your company needs to write in officially with your company letterhead to the FlexiPay Central Collection Agency at the following address :

In the letter, please state your intention, your company's bank account number, the required amendments for the list of authorised employees with their names and SingPass IDs and your company's contact details. The letter has to be endorsed by the same bank account holders who had authorised the previous corporate DDA application with his/her signature or thumbprint.

  1. Can anyone transfer money from my bank account to his bank account using FlexiPay?

No. This is because during a FlexiPay payment, money can only be paid to the government bank account, and NOT a personal bank account.
