Terms and conditions on the use of FlexiPay
By using
the FlexiPay service, you agree to be bound by the
terms and conditions on the use of FlexiPay.

In this
Agreement,
“Government”
means the Government of the
“User”
means the person who has agreed to use FlexiPay as payment mode for Government
on-line services, on the terms and conditions set out in this Agreement.
“Parties”
refer to the parties to the Government and the User.
“FlexiPay”
refers to the Internet e-payment service that allows you to make payments to
Government agencies online by signing just one Direct Debit Authorisation (DDA)
form authorising deduction from your bank account. SingPass is used to authorise each payment
transaction online.

User must not
use FlexiPay for any unlawful purpose or any purpose inconsistent with
FlexiPay.
4.
User is responsible
for all FlexiPay transactions effected through the use of User’s Login ID
and/or password, regardless of whether such transactions were made with or
without User’s authority.
5.
Parties agree
that any computer output in the FlexiPay system on the use of FlexiPay is
admissible in court as evidence and is binding on Parties.
6.
User must
maintain sufficient moneys in his bank account designated for purposes of
FlexiPay. A service charge as prescribed
by the Government may be levied against User if a FlexiPay transaction fails
because User’s bank account has insufficient moneys or is closed.
7.
Government and
identified third party proprietors own all intellectual property in the
contents of the FlexiPay website and in all matters relating to FlexiPay. User must not infringe these rights.
8.
User consents to
disclosure of User’s personal information to any person using User’s Login ID
and/or password and for all purposes relating to FlexiPay.
9.
Government does
not make any warranty or representation that use of FlexiPay will be
uninterrupted, timely, secure, free from virus or other malicious, destructive
or corrupting code, programme or macro, free from
transmission error or otherwise error free.
Government also does not make any warranty or representation as regards
the security of FlexiPay (including but not limited to the access to and use of
any information captured or transmitted through FlexiPay) or the accuracy or
reliability or completeness of any information contained in or transmitted
through FlexiPay. User agrees to assume
all risk and responsibility for the use of FlexiPay
provided the same is not caused by the negligence of the Government.
10.
Government is
not liable for any damages, loss, cost or expenses whatsoever (whether direct,
indirect, special or consequential and whether foreseeable or not) arising out
of or in connection with or referable to FlexiPay
provided the same is not caused by the negligence of the Government.
11.
User agrees to
indemnify the Government against all damages, losses, costs (including legal
costs) and expenses suffered or incurred by the Government connection with or
arising from any use of FlexiPay using the Login ID and/or password of User
provided the same is not caused by the negligence of the Government.
12.
Government may vary
this Agreement from time to time. Any
change to this Agreement will be notified on the FlexiPay website and User is
responsible for checking the website for updates. User shall be deemed to have agreed to any
change to this Agreement if User effects any FlexiPay transaction after the
change was notified on the FlexiPay website.

User may
terminate this Agreement by giving the Government 30 days
in advance written notice of such termination.

Government may,
without giving any reason, terminate this Agreement by giving the User 30 days
advance notice of such termination. If
such notice is sent by post, it shall be deemed to have been delivered to the
User on the day following such posting.
If such notice is given through the press, radio, television or the
Internet, including this website or through email, or through any other media
selected by the Government, User shall be deemed to have notice of such
communication on the date of publication, broadcast or communication.
